Personal Care Products Council Testifies On Hill

Pamela G. Bailey, CEO and President of the Personal Care Products Council, appeared before the Subcommittee on Health of the U.S. Committee on Energy and Commerce on May 14 to discuss the Food and Drug Administration Globalization Act Legislation on Device and Cosmetic Safety. "Consumer safety has always been the number one priority of our cosmetics and personal care products companies, and our continued commitment to safety has made cosmetics and personal care products the safest category of products regulated by the U.S. Food and Drug Administration," Ms. Bailey told the committee. Of the 11 billion personal care products that are sold annually, an average of less than 150 adverse reactions are reported-most of which are minor skin irritations. Topically applied and not ingested, cosmetics have the least potential to impact human health of any FDA-regulated product category, according to the Council. Under the Federal Food, Drug and Cosmetic Act (FD&C Act) of 1938, it is a crime to market unsafe cosmetic products. Cosmetics products imported into the U.S. are subject to the same laws and regulations as those produced in the U.S. They must be safe and contain no prohibited ingredients, and all labeling and packaging must be in compliance with regulations. All colors must be listed and pre-approved by FDA, and a number of color additives must be batch certified by FDA. "Product safety in a global marketplace is not only a matter of law for our members but also the primary commitment for each of them and for our trade association," said Ms. Bailey. "The Council is a science-based, safety-first organization with a decades-long track record of product safety initiatives that go beyond requirements of the law."

Botanical of the Quarter - Citrus aurantium dulcis (Sweet Orange)
Orange blossom

The orange is a hybrid of ancient cultivated origin, possibly between pomelo and tangerine. It is a small, flowering tree growing to about 10 m tall with a smooth, greyishbrown bark and branches that spread into a fairly regular hemisphere. The leaves are evergreen, arranged alternately, of ovate shape with crenulate margins and are 4-10 cm long. The calyx is cup-shaped and the thick, fleshy petals, five in number are intensely white, and curl back.

All citrus trees are of the single genus Citrus and remain largely interbreedable; that is, there is only one "superspecies" which includes grapefruits, lemons, limes and oranges. Names have been given to the various members of the genus, oranges often being referred to as Citrus aurantium. Fruits of all members of the genus Citrus are considered berries because they have many seeds, are fleshy and soft, and derive from a single ovary. An orange seed is called a pip. The white thread-like material, attached to the inside of the peel is called pith.

The orange blossom, which is the state flower of Florida, is traditionally associated with good fortune, and was popular in bridal bouquets and head wreaths for weddings for some time. The petals of orange blossoms can also be made into a delicately citrus- scented version of rosewater. Orange blossom water is a common part of Middle Eastern cuisine. The orange blossom gives its touristic nickname to the Costa del Azahar ("Orange-blossom coast"), the Castellon seaboard. In Sprain, fallen blossoms are dried and then used to make tea. Orange blossom honey is produced by putting beehives in the citrus groves during bloom. This honey is highly prized, and tastes much like orange.
